Her lips move exactly as the studio version. You're probably just mad that this playback looks really fake because they added the studio version above the playback, but that's just it. This is not even called dubbing. Dubbing is when you sing live (with improvisation), and then you go to the studio to make it sound better; you can even sing again parts of the songs following the improvisations you might have done during the concert. Mariah used to be very good at that, yes. To me, this is less bad that play-backing or using a pre-recorded track, mostly because you can often find the undubbed version on Youtube. The ANDHC CBS taping was the only one of her TV specials that she didn't lip sync at all. I see points where her mouth doesn't match the song in this video. Why only lip sync the one song? This was often a reason enough for Celine's management team to think it is better to playback (I don't agree with that, but what can we do?). The song would then be delivered as on the single/album, in the original key, with no live mishaps. Quote

She sang the entire concert live...then this was just ruined by cutting and pasting the studio version over the live version. She was in great vocal shape that night and it still is, in my opinion, her best CBS special out of all of the ones she did..There was no live version. I consider the entire special to be the best one of her career. Top voice shape, good production, cheerful attitude, AWESOME setlist, excellent promotion of an album. I've rewatched it and it clearly shows how a special for the new album should look like. They included 9! NEW songs (only 2 were singles at the time). It was LIVE (I wonder if it's possible to verify if they did indeed added the album version for GTSW and AEA or if it was playback). The show was energetic and showcased Celine's top shape. What's more, they included her biggest hits in a great medley, so everyone was happy. And there is a proof that MHWGO doesn't have be the last song! Right in front of you at the LA fureur special in 2002..live for the one I love at the millennium concert, lmbtl at the most recent one... I have heard and also suspected before that it could be dubbed. I personally would see the world children's day performance of goodbyes the saddest word being dubbed as well....with David foster and that beautiful orchestrq, it seems like a waste and a shame to not have that song live. But I never loved it, wasn't a fan of the look, etc.I stand ashamed that I could let this one pass under the radar! Vocally it is incredible... Her voice is like crystal... HYEBIL, amazing! MHWGO, one of her finest. I can't stop listening/watching.When exactly was it recorded? Was this just after the hiatus, upon her return in 2002? Is that why she sounds so incredible? I wish we could relive those glory days... I mean, she's still unparalleled vocally, but the arrangements are true to the recordings here and she actually sings a whole range of songs from the album. I know we had similar for Sans Attendee but imagine we had this for her English albums... A promotional TV show for LMBTL in which she sings her duets live, gives a token gesture to the well known hits, but concentrates on the album gems like Breakaway, DKL, Thank You etc... And pretty much entirely live. I mean, she has so many songs that will never be performed live... When will we ever get WTWOLYR or HYEBIL live again? Not to mention AEA or Goodbye. It makes me so hopeful for the return to Vegas... I'm (re)discovering old songs that I think need to be showcased! She could easily do The Greatest Reward... HYEBIL, Thank You, Just Walk Away, Be The Man etc... I personally think they missed a trick with I Love You... That would have been HUUUGGGEEE! Everyone I know just loves it, and I'm talking non-fans! And the only thing missing from this special is Sorry For Love...
