I think that the record label set up their strategy to give Mariah a bunch of number 1 songs on the Hot 100, while many Celine singles were not widely released or then deleted. "Always Be My Baby" hit number one because "Because You Loved Me" had been deleted at retail. But "Loverboy" did not hit number one, Davey, it was blocked at two by Destiny's Child, as explained. It's well-known that sometimes record labels manipulate singles so as to have a great placement on the charts. Had "Loverboy" hit number one, regardless of the pricing, it was the record that sold the most that week, so it would have definitely been an "official" number one. So that you know, even though it never rose to number one, "Loverboy" got the Billboard Music Award for biggest selling single in 2001. Quote

Imagine that Celine in a way was going to be competition for Mariah (which at some point was), so the strategy for both artists was set up differently. Quote

If people don't like your song, you can make it 10 cents and still it won't chart. In the UK they did a great offer with Céline's "The Colour of my love" album. If you didn't like it, you could return it (so you didn't have to seal it). The slogan was "Remember the name, the voice is unforgetable". They were so sure everybody would love the album and not return it. I thought it was a brilliant campaign strategy.
