It was the perfect occasion to release something " new" with old material. Just like those films we saw twenty times but that are broadcasted every year, because it's not risky for tv than propose new films that may not encounter success. I guess if tracks are not released, most of the time, is that quality was not as good as expected or were not coherent with the global project of the album. That's the case of One Heart. We all know now that was all the unreleased track from A new Day has come. It was one song after another without any global project behind it. I guess it wouldn't relevant to release old tracks that do not reflect Celine of today, or if they do if will be some bonus tracks at the end of a new album. By the way, when we look at the entire discography of Celine, I just wonder if another artist have ever released so many official " Best Of " as Celine : Du soleil au coeur,les oiseaux du bonheur,Les plus grands succes,Les chansons en or,VivreAll the way, ( even if you have some new tracks is mainly a best of, Tout en amour The collector's series,On ne change pasMy LoveUn peu de nous / the best so farI am Céline Dion ( if you don't considered the interludes) 1 Quote

You are probably right but people who are not as fan as we are do not buy the same "best of album" every year . We do, because it's a new edition with most of the time new cover pictures etc. So releasing best of cost fewer money Than new album, knowing that it will be sold anyway to fans !!! But regarding artistic decisions, I remember Celine saying in interview she sings to songs she likes among those that are proposed to her. Then the producing team choose the ones that sound better or are the most coherent for the album. She said that she was not involved in the design of the album, nor the title of the songs. If I remember well she said this during "Sans attendre" promotion. So I don't think she will go to Sony and says " I want this and this". She has a contract that include the release of a certain numbers of albums. When it's done, contracts are renegociated regarding rentability of the previous albums. Because it's show business we tend to think it's about emotions, please the audience, etc ( I remember a comment on Facebook saying she "gave her life to us" Amen ! ).
