It doesn't relate to worldwide sales, as it states "in Indonesia" - so I'm inclined to believe that the 172 million figure includes streams (Indonesia is routinely her most streamed market on YouTube). When it comes to venue choice, I can only assume that she's managed to secure some sort of deal with the concert promoter that maximises the level of return.
