I'm no lawyer, but I understand that in some states/countries, businesses that sell on eBay may be required to charge local buyers sales tax. To avoid this cost & complication, some sellers may only ship to non-local buyers. What I personally find more frustrating is scenarios where sellers don't ship outside their home country. I would think that if one has to make a trip to the post office to send an item, from the seller's perspective, it shouldn't matter where it's being sent.
