In the past, a maximum of three songs from one movie could get nominated. The rule changed in 2008, and now we can only get two songs from one film receiving nominations. Quote

It's not like as if Oscar voters would just read a songs lyrics or hear an instrumental of the song then say, Oh i like this song and will vote for this. Of course, they vote based on the "finished product." So celine is responsible for a song winning the award as much as the songwriters or the producers or musicians playing instruments in that song. It's a collaborative effort. Do u think MHWGO or BATB would have won the Oscar if, say, Eminem had sung it or Taylor Swift? I dont think so. James Horner could have given the song to any random pop singer he knows but it woould not have captivated the Oscar voters the way Celine did. It has to be that right singer, right producer, arranger and engineer for a song to win. Think of the Best Original Song category as the Oscar's Best Picture version for music. If only that obscure song hadn't been nominated, or had the rescinding occured sooner, "Unfinished Songs" COULD have had a shot at becoming a last minute "add-on", if you will. Quote
