It sounds like she has a clothes peg on her nose. If you notice, she's actually saying "sing-ging" which is how you sound when your nose is blocked with a cold or flu. That is the nasal tone that people are talking about. It's not that she was sick when she was recording the song, it's a controllable technique that singers train to avoid but Celine sometimes let's it creep back into her voice. But one of my most favourite Celine quotes says "Maybe I don't sing as technically good today, but I surely sing...much better" and it reminds us that when she's singing from the heart then it makes all these technical slipups totally unimportant. I just listening to that section on 'A Song For You' and YES!! Definitely VERY nasal! 'Sig-ging this sooooonggg for yewwww' I never really took a great deal of notice before though. I can't think of a specific example right now but if I remember it correctly there are quite a few examples on "Live In Memphis"...IACBTMN, for example. Celine was more nasal back in the era of Dion Chante Plamondon and Unison but some of her most formidable beltings were from those two albums.
