Sha had already her hair cut when this photo was taken. This is a wig actually (and a bad one !)

They wanted to keep the surprise of her new haircut for the launch of the album, that's why she wore this wig in this event a short time before.

Unfortunately!! But that was "only" dumbness and bad research of the Photo Editorial Department (or maybe a machine mistake while printing the magazine). What followed where the "real members of the photoshop/AI mob" feeling a sick need to create pictures that never existed, fooling people (who were searching real rare photographic treasures), violating copyright and acting disrespectful towards the person on the picture. That's something I will never ever understand or tolerate, mainly of persons who call themselves "fans"!

I still believe that was a hair piece/wig to hide her new haircut and save it  to show it closer to the realese of TCOML

No, I don't think it was a wig! Only a (for some fans) weird haircut. The picture was take on August 24, two weeks earlier she attended the "An evening at the net" event with the same haircut. And in the authorized biography by Georges-Hébert Germain the time of the haircut a.w.a. the first time she presented it, is mentioned (unfortunately with no concrete month - apart from the first time she presented the haircut which was in September 1993.

Ah, my God! Yes! Totally forgot these weird videos. 
They were shown at a program called "Tremplin", presented by Michel La Rosa on FR3 Méditerranée, and shooted at "L'Aquatica" in Fréjus, France.
This video is (IMO) the most bizarre of Céline's repertoire: Singing this beautiful ballad "Comment t'aimer" and standing with pumps in the water on the edge of the wave pool while people are splashing around in the back and taking zero notice of her - afterwards the wind makes a part of her hair stand up straight! Gosh - whoever directed this should be splashed with icecold water!

I've always liked this video, as L'Aquatica is the higlight of my childhood summer holidays back in the 80s (and I must have been there in 1987 !)
For those who ask, the other ladies next to Céline on the photo are two other singers, Linda de Suza and Sloane.
