Because this is for TV in Quebec. And Québec is French! This behind-the-scene footage wasn't meant to be shown all around the world. Céline and René wanted to thank the people of Québec where her career started... It was really nice watching it!

I noticed a couple mistakes from reporters. MHWGO was definitely the same lipped version as always, and another article said that rose petals came down as she was performing the song, but actually they came down well after she started bowing and staying goodbye.
