Absolutely zero effort because her albums will sell anyway.
They don't need to invest THAT much on her to even make a profit.

Yeah, because Carpool is free, going to Jimmy Kimel too, going to MET Gala 0 cost, the mini concert in L.A. 0 investment, the Ciao Vegas video also nada, the Paris fashion week Celine paid herself most probably... If you think PR and brand building is free you are quite mistaken, all exposure Celine is getting costs (and a lot)

Keep in mind, this is the same marketing team who:
Squandered the “Ashes” wave, and did practically nothing with it.
Chose “Goodbye’s (The Saddest Word)” and “Alone” as singles from their respective albums, causing all interest in them to tank significantly.
Hasn’t bothered themselves to release a second volume for “The Collector’s Series.”
Cancelled any momentum “A cause” could have given the “D’elles” album even before the single had a chance to shine or fail.
Never did a proper music video for “Loved Me Back To Life” or “Encore un soir.”
Promoted a tepid studio remake of a Queen classic while supposedly promoting a new French album.
Treats Celine’s French career apologetically.
Can’t get their crap together regarding her YouTube videos’ geo-blocking mistakes.
Has ignored the pleas of numerous fans to acknowledge the sheer amount of love for songs such as “Then You Look At Me,” “Cherche encore,” “Right In Front Of You,” “Thankful,” and “Attendre.”
Believed versatile water bottles were what was going to make people buy from her online store instead of truly unique and well-branded and crafted merchandise.
Ignores major album and single anniversaries, but will instead concentrate their efforts on clips of her rolling paint on a random wall.
Creates a gig in Los Angeles to supposedly promote a new album and tour, but doesn’t actually play ANY of the new songs in full.
And finally, for “Loved Me Back To Life” being such the success you say it was/is, nothing from that album has become iconic or classic to the casual listener’s mind.

I would really like to know exactly who some of this team is. At any rate, they provide good reason for Celine to finally take the wheel of her career more...although it appears that may just be on song selection.
To be honest, I got irked even when they waited like a week or whatever it was to put her Billboard Icon performance up on YouTube...but that’s just a fan wanting to maximize her views and exposure.

And don't forget THE best English tour ever (2017) considering track list with fan favourites like no other tour or concert. And never released it for all her fans to have and savour it even though they shot it.

Each step has been calculated. Theyre reexposing her to the masses, shaping her personality for the GP, reminding everyone she exists... theyre making sure that the GP is looking at what shes doing and has built up excitement so that when she does release people are excited, will know about it and will actually care.
Youre all too angry and pressed about something YOU want to see it now, but them waiting for Vegas to be finished before starting is the smartest thing they can do, period.

I agree with you 100% but you also must see that it’s hard for us fans who have waited so long.... I think right now we see the album on the horizon and we are getting excited/impatient.... it’s a natural human trait when you want something so badly....

Its called teasing. I doubt back in March they knew what they were gonna do for a single, and so thats why we have two different snippets for different things.
Its building hype, hell, everyone in the comments was asking what the song was, people were saying its probably off a new album coming out this year and they were saying they were definitely looking out for it.
Say all you want about her marketing team, but this method is working... WELL
