So the actual costs will be multiple times higher than the costs of a Vegas show. If I find a couple of days of time I can make an estimate of the costs (I used to calculate shipments and actually ship out heavy goods throughout the world for my former employer). You don't have any shipment costs for a Vegas show. Also housing (if provided) will be cheaper then hotel rooms during a tour. The only "big" cost they had in Vegas was the acquisition of the LED wall which is the property of Feeling Productions and was custom build for the AND shows. It doesn't belong to Caesars, it's Céline's property. Now such a LED wall (which was state of the art back in the old days) did cost millions... At that time it was the largest inhouse high definition LED wall in the world. Such a "gadget" costs more then a couple of "bucks"... But... The costs of that LED wall (around 6 million USD) will be spread over several years. My guess it was off the books in about 5 years after which it became an item that gained revenue through rentals to other artists.
In general... The costs for a show in Vegas will be substantial lower then the costs for a world tour. But even when you take all the costs in consideration (that is an estimated guess of the costs) it's my opinion that the world tour will still earn more money than the Vegas show. Even when you take the merchandising in account...
But even there it doesn't end... The revenue of the tickets, the merchandising aren't the sole things that bring some money... Each "tour" (let's consider Vegas a tour for a minute) will have some sponsors. Sponsors that will provide means... Those means can be either money but it can also be services or goods. For example, I'm pretty sure that Bombardier (even though never mentioned as such) was a sponsor of the Taking Chances tour. Bombardier operated the private jet they leased during the world tour. So they provided a "service". Others like Live Nation (being the tour promotor) would have probably paid a nice fee to be sure that they would have the show in their portfolio. The same for Vegas... You can be sure that AEG Live and Caesars Entertainment paid a nice fee to have Céline perform at the Collosseum during the next couple of years...
So it's pretty hard to make an accurate calculation about which provides the most money... But my "professional" guess (
