Best program for making a website

I thought this was the perfect spot to ask: what is the best site to make a website? I should mention that i don't know any html and that the only webdesign program i learned at one point was Macromedia Dreamweaver. Keeping all this in mind, could you give me your opinion? Cause I have a site to work on soon. Thank you!
