According to updates from Sony Music: 1999 - Commemorative plaque for surpassing 100 million albums sold. 2004 - 175 million albums (Diamond Award) 2012 - + 220 million albums (Before the release of Sans Attendre album) 2015 - + 250 million albums (This is the latest update made by Sony) And according to the documentary I Am: Celine Dion, Celine sold over 250 million albums with 27 albums. So it's very clear that Sony doesn't count sales of the first albums in French (which were released by another record label) and also doesn't count compilation albums.
