today I finally got the result of my master thesis. The subject was How the municipal of The Hague involves the citizens of Scheveningen (a suburb of The Hague) in the process of Urban Renew, Gentrification and City Marketing. I have been working on that since October last year and handed it in last August, the 22nd. I was getting quite anxious though, cos I didn't hear anything since. Even though I had a great feeling about it, I still doubted if it was good enough. But today I finally got the result! From my teacher I got a 7,5 and from the second reader I got a 6,5, so a full 7 (out of 10 points)

It was the only thing left to do for my study of Culture, Organization and Management at the Vrije Universiteit of Amsterdam, so now I am officially graduating! I will be getting my degree around October 14th, if everything goes ok.

 

I wanted to share with you my preface, it's in dutch, so most of you won't understand it, but there's one line that's meant for some of you, and you know who you are I'm also sharing my English Summary (thanks to Edwin!!) for those of you who want to know what my master thesis is about!

 

 

Voorwoord

Je hoeft niet altijd de hele wereld af te reizen om een interessant onderzoeksonderwerp te vinden. Soms hoef je alleen maar uit je voordeur te stappen en sta je er middenin. Zelf woon ik mijn hele leven in Scheveningen. Ik reisde van Scheveningen naar het Laakkwartier om mijn Bachelordiploma voor Management, Economie en Recht aan de Haagse Hogeschool te halen. Toch miste ik enige diepgang en na een jaar werken besloot ik om Cultuur, Organisatie en Management aan de Vrije Universiteit in Amsterdam te volgen vanwege het sociale aspect, dit miste ik bij Management, Economie en Recht.

 

Toen ik een afstudeeronderwerp moest kiezen, liep ik al langer rond met het idee om iets met de veranderingen in Scheveningen te doen. Het leek mij interessant om te onderzoeken hoe de gemeente Den Haag omgaat met de bewoners in een proces van stedelijke vernieuwing. Na mijn gesprek met Angelique Lombarts tijdens de thesismarkt kreeg dit plan meer vorm. Ik hoop dat dit onderzoek een steentje bijdraagt aan de ontwikkeling van Scheveningen en vooral de ‘Wéreldstad aan Zee’.

 

Ik zou graag alle personen die een bijdrage hebben geleverd aan dit onderzoek bedanken voor de tijd en inzet, die jullie hebben gegeven. Ik heb alle informatie, opmerkingen en aanwijzingen ter harte genomen en meegenomen in het onderzoek.

 

In het bijzonder wil ik Angelique Lombarts bedanken, want zonder jouw enthousiasme en kennis was dit onderzoek er nooit geweest. Ik heb de persoonlijke één op één begeleiding als zeer waardevol en prettig ervaren. Mijn dank is groot.

 

Ik wil mijn familie en vrienden bedanken voor hun steun en in het speciaal Rick, bedankt voor jouw geduld en begrip.

Dit onderzoek was ook een persoonlijk identiteitsonderzoek voor mij. Wat ben ik nu? Een Scheveninger of een Hagenaar? Ik ben heel erg benieuwd hoe de ontwikkelingen in Scheveningen verder zullen gaan en wat er uiteindelijk gebouwd gaat worden. Er is nog een lange weg te gaan, maar ik ben er zeker van dat Den Haag alle factoren in zich heeft om ‘Wéreldstad aan Zee’ te worden, zolang de parels maar gekoesterd worden. En mijn identiteit? Ik ben een Hagenaar, met een Schevenings hart.

Summary

Urban renewal is seen by municipalities as the solution of social problems in neighbourhoods. The Court of Mayor and Aldermen of The Hague declared in June 2005 their ‘Structure Vision 2020’, which holds the vision of the college of The Hague as ‘Cosmopolitan by the Sea’ in 2020. To achieve this, nine development areas were designated by the municipality, of which ‘Scheveningen is the main subject of this thesis. The policy documents indicate that with the development of the plans for Scheveningen a discussion course has been set up. In this master thesis the central problem is; how the conflicting interests of the inhabitants of Scheveningen and the municipality of The Hague affect the perception and policies of the participation and discussion course in the process of urban renewal.

 

Urban renewal is the process that is used by municipalities to renew impoverished neighbourhoods by demolition or renovation of dwellings and improving the public space. The aim of this process is: to solve social problems, to secure the competitiveness of the city and attract new residents which should lead to economic development of the city. One possible side effect which may occur during urban renewal is gentrification; changing the current demographics of the population to higher income groups on a conscious level by changing the types of dwellings. City marketing is a long-term policy which consist of various interrelated activities, which are aimed at attracting and retaining visitors, businesses and residents. Urban renewal shares the cities objective of attracting residents. However, can a link be found between these two notions in the municipal policy? In addition, conflicting interests could affect the perception of residents and entrepreneurs of the participation and discussion course, which could have consequences for the cooperation and support of the plans.

 

Interviews with several research participants from the municipality and representatives of residents and entrepreneurs have shown the latter two share the same objectives in urban renewal as the participants of the municipality, however, the residents' would like to see more attention for provisions. In Scheveningen, the municipality consciously launched a process of gentrification, in which the actors looked at the positive effects regarding the changing population; however, representatives of residents feared the disappearance of social cohesion and the start of social deprivation. In The Hague, city marketing is not yet an integral process. This leads to the deployment of various slogans for the three different target groups of visitors, businesses and residents. City marketing can play an important role in urban renewal. By combining urban renewal with city marketing the policies of urban renewal can be better attuned to the possibilities offered by the market and enhance the unique character of the city by preserving the desired image . The participation and discussion course is negatively perceived by the concerned actors. They found that the municipality draws them too late into the development phase to have an input on a level of benefit/necessity and that the municipality does not make adjustments to the plans delivered by representatives of residents and entrepreneurs. Because they do not receive specific arguments from the municipality explaining whether or not they used their input, frustration and distrust is created among the actors. The municipality has to improve their communication with citizens and organisations in order to have their highly regarded civil participation experienced as a positive course where the ideas of residents and entrepreneurs are handled seriously.
