check billboard, soundscan, and any interview, biography, documentary on her career...it will tell you that TPOL was her first number 1 hit in the US. Or even ask Chuck who writes for billboard lol

It's R&R CHR/Pop charts from Radio & Records, Inc. It's different to Billboard chart. Maybe that's why.

I thought billboard already has a separate chart for airplay rather than just hot 100, and I know the billboard airplay peaks for some of these songs are different. I think this is just the chart specific to that CHR/Pop charts from Radio & Records, Inc. as Bellamy said.
