I think the rumor was about the 1996 Olympics and Celine being asked to sing at the opening ceremony in the star spot instead of Gloria. The author got a ton of easily verifiable information wrong (song titles, names, etc) and just about everything else in it was purely made-up slander of varying levels of ridiculousness (including stuff about Celine and Rene's sex life; Celine's supposed anorexia, and a supposed suicide attempt (In talking about the stupidest and most hurtful things written about her, Celine has mentioned people writing that she has attempted suicide, and having to call her mother and assure her it wasn't true. I assume this book or articles based on it is what she was referring to). Any mention of this book makes me so mad that the author made money off this. Some people have zero integrity.
