Sorpresa y 1/2 is a show about surprising people, usualy your family writes to the show about you and then they fulfill a dream or give a big surprise... show's off the air now anyway. I'm from Argentina and my name is Javier as well but I'm not the one in the clip... but I did see it when the show first aired and criiiiiiiiiiiiied like a fool...Also, I'm not the one who provided the tape (it was a VHS that got finally digitalized the past few days) but I was the one who started the quest for the tape going, it seemed nobody knew or remembered about it but me anymore, and I wanted to watch it again so we got the ball rolling in the spanish section of the forum.
