L'émission, animée par Anderson Cooper en direct de Time Square, de 23h à minuit trente, reviendra sur les principaux événements ayant marqué l'actualité en 2003. Et Céline Dion, l'une des rares artistes invitées, offrira également ses vœux du Nouvel An aux téléspectateurs du monde entier, au cours d'une intervention prévue à 23h20, heure de Montréal. La star interrompra alors momentanément son spectacle, puisqu'elle se trouvera sur la scène du Colloseum, du Ceasar's Palace, devant un public venu l'applaudir. Les formations Green Day et The Roots seront aussi de l'événement.
