Edit the picture in Photoshop. Then edit the text and borders in Illustrator. What about you? Paint Shop seems to be good at cutting images so I cut it with that some times and then open it up in Photoshop and do everything else from there... I use this to fix contrast, and for cutting photos and optimizing photos.
