"Dion started her tour in early March 1994 in Canada performing at the O'Keefe Centre in Toronto. She also gave 6 concerts at the Montreal Forum in late March and early April.
Between April 21 and May 6, 1994 she sang in Tokyo and Osaka, Japan at the David Foster tribute concerts. The shows were staged and directed by Tony Greco.
From June 8 to August 27, 1994, Céline Dion toured the United States with Michael Bolton. They performed in twenty-thousand-seat-arenas, and in the "sheds" that open onto natural amphitheaters. It was their second, sold out tour.
In September 1994 Dion performed at the Paris Olympia in France and in December 1994 in Japan again.
She toured also the United Kingdom in May 1995, including a sold-out concert at Hammersmith Apollo, London on May 25."

PS: Here some info about the tour:
The tour had three legs. At first Céline Dion toured Quebec, starting in October 1990 in Drummondville and ending on November 11, 1990 at the Saint-Denis Theatre in Montreal. During one of the shows on October 13, 1990 in Sherbrooke Dion lost her voice for the second time (first time was during the Incognito tournée).
Later, she started the first leg of the English-speaking Canada, which lasted between February and April 1991. Regarding the second leg of the English-speaking Canada, between May 19 and August 4, 1991 Dion gave 37 concerts in 25 different cities.
She ended her tour in Quebec, performing in Quebec City on August 31, 1991.

My guess is either Nagoya or Osaka.
Because she used this dress and hair from December 1998 (Halifax and Montreal) onwards.
Meanwhile, Tokyo is a round stage. What's more, Hong Kong and Hawaii feature the red ball gown.
