This is nothing new. Celine has always had that little piece of baby fat at the top of her arm. Even when she was young.

She actually has nice arms, but if she moves a certain way, or is caught at a certain angle it makes her arms looks bigger, When they are actually pretty small and toned.

As someone else said, Who cares about the arms when you have legs like Celine's! I would kill for legs and i body like hers any day.
