Oh yeah look at her lastest album, it has not even sold 1 millions copies But a reason for Mariah is, that the US are her main market, more then 50% of the sales of her albums are from the US! Céline sells more outside the US like Canada, and Europe! Celine's label are awful at certifiying Celine - she's undercertified majorly in Canada, the USA, the UK, Australia, Japan, Germany, France and most other nations. Celine Dion's RIAA total is 50m shipments. However, I estimate that she has sold closer to 61m shipments; Whitney has done 56m shipments in the USA, so Celine has shipped more than Whitney, just not by the RIAA standards. Look at albums such as Falling Into You: Sold 10.7m Soundscan, 1m BMG, a similar amount via Colombia (its sales are over 13m copies across the USA) - but its its only certified for 11m copies.
