TutorialOutPost.com - Has many Photoshop tutorials for the basics to the most complex effects. I use this one a lot, highly recommended.

 

FotoFects.com - has many very easy tutorials.

 

PhotoshopSupport.com - After browsing on this site, I've come to noticed that the tutorials may be a bit more complex, but have great results. This may not be the best spot for a beginner.

 

AbsoluteCross.com - Doesn't have much tutorials, but they appear to be very good.

 

LyzrdStomp.com - Has some good tutorials. Also features a few Photoshop 'Quick Tips!'

 

Adobe.com - The official Photoshop homepage. You'll get a few tutorials, download a free trial, and purchase the software.
