According to a French TV Show called "Les Disques D'Or" aired 2 days ago, On Ne Change Pas was certified 2x Platinum in France for selling 600,000 copies.

and with no promotion at all!!
celine promoted this album only for the first 2 or 3 weeks and that's when the album sold most of it's copies...now just think how many copies the new french album could sell if celine had the time to promote it ...i hope somehow they'll delay the release of the album for a november/december release and then in march 2008 the new english album - perfect .

Celine has released a lot of albums but some albums may not get proper promotion and proper single release.. That's the reason some albums may not sell really that good. I personally think ANDHC can sell well if only Celine releases more singles from that album. SHe should have release I surrender, sorry for love. I believe these two songs really suit her powerful voice.

Which is it, 2x or 3x platinium.  
Regardless, Celine sold that many copies without promotion.

she did promote the album for the first few weeks but we can only guess how much she could sell if she didnt have to be in vegas all the time .

3x Platinum for the DVD is 60,000 copies.

About the album:
The TV show that said the album is 2x Platinum isn't official but usualy they are right.

The news about 3x Platinum is from today. It's an official info from DisqueenFrance. What's interesting it seems that On Ne Change Pas has been certified under the new rules.
Since July 1, 2006 these are the new levels for certifications:
Gold 75 000
Double Gold 150 000
Platinum 200 000
Double Platinum 400 000
Triple Platinum 600 000
Diamant 750 000

Before July 1, 2006 to get 3x Platinum the album had to sell 900,000 copies.
