This is my own interpretation, therefore i think the others have their own interpretation as well
i think that in this context, “l’envers” means from a height. Because previously the lyrics said “I have my own office at top of a tower”. So it can be like this:
“J'ai mon bureau en haut d'une tour
D'où je vois la ville à l'envers“
”I have my own office at the top of a tower
From where i see the city from a height”
