I think the best way to know is when there are signs everywhere before the show, telling people the show is being filmed, bla bla. I think that's a required thing.. at least, they do this in Vegas.

Yes your right, but I do know some arenas don't because it is written on the ticket or it is part of the arena's terms and conditions. So you hereby agree to be filmed by entering the arena for the event least this is what I read on Manchester Arena and Rogers Centre. I haven't checked all arenas those are just the first two that came up when I did a google search on it. Btw when she did the live stream in Vegas were their signs spotted?

When they did the livestream on july 9th there were no signs at all about it. I still hope for a dvd!

I think all the shows were filmed and they have it, but i don't know if they will share it. I have a dear friend that many many know but does not want the name to be known, has sources closer to the team and (don't blame me , I don't know if it's true of not!) said to me that ALL THE concerts since about 1994/1995 ( the screen cameras) are filmed and they have it, its not just for the concert.
I do not doubt since René said once for the documentary though the eyes of the world that they have thousands of hours of filming to select or something like that, and celine account are uploading old videos sometimes ( not the vevo one)

When they filmed MHWGO on the 1st, there were no signs about filming.

so when they already had professional camera equipment there, maybe they filmed the entire show, but only MHWGO was shown on TV

As I said before IF we see anything after QPVSA excluding new songs/TSMGO/MHWGO, then we might have a proof that it's from a dvd. Other than that is rather only for promotional purposes cause the press, in general, has the accreditation for the first few songs.

Good thing though that officially it was sold out.

So over 200 000 people saw Celine in Canada and only 57k bought the album...

the tour grossed $56 million!
And around 222,500 people saw Celine in Canada alone.

She probably gets a flat fee rather than a % of promoter gross.
I wouldn't be surprised if it were ~$1m/show (she gets ~CAD$625k for a Vegas show in a venue ~25% the size for a shorter show, so applying that logic it would be even more).
