After her Let's Talk About Love Tour of Europe, Dion's team announced the singer would give a special New Year's Eve concert in Montreal. Dubbed "The Millennium Concert" the show featured a new setlist and special appearances by prominent Canadian singers.[11] At the same time, David Foster began negotiations to have Dion, Barbra Streisand, Whitney Houston and Andrea Bocelli to conduct a mini-tour titled "Three Divas and a Tenor". The tour never came to fruition.[12]

Its hard to imagine Barbra Streisand, Whitney Houston and Celine Dion sharing a shade of lipstick, let alone a concert stage, but Grammy-winning songwriter David Foster is giving it his best shot. Foster is talking with the trio about touring with opera star Andrea Bocelli.
The extravaganza, Three Divas and a Tenor, would be modeled after the Three Tenors shows starring Luciano Pavarotti, Placido Domingo and Jose Carreras. The divas and Bocelli could be even more profitable.
Foster hopes to have the foursome perform in a handful of cities, including New York, Las Vegas, Monte Carlo and Rio, insiders say. Each show would be broadcast on a pay-per-view special, followed by the CD, followed by the laserdisc, followed by who knows? the spaghetti sauce.
Of course, the salaries would be astronomical. The potential pay-off could be enough for the stars record companies Houston is on Arista, Bocelli on Polygram, and Streisand and Dion are on Sony to bankroll the tour.
But there are stumbling blocks.
Streisand has told Foster shes intrigued. But, according to one source, she wants to have final say over what gets sung. She is also deep into recording her next album of love songs, which shes likely to support with her own tour.
Bocelli also is looking ahead at a crowded concert schedule.
A rep for Foster confirmed that negotiations with the divas are in the works, but added, its too soon to talk about.
It's only logical for David to think about this, because he was producing songs for the 4 best voices in the world, why not bring them together? (And make big bucks out of it?
I guess Céline's LTAL tour, René's illness and Céline's decision to take a break axed her being part of this plan...
Being it probably a David song only concert, I'd say Céline would have sung:

Probably more to do with Celine being off renewing her vows and then conceiving RC and Andrea having a busy schedule rather than immediately saying it was one person refusing to do it

I don't think it would have been a massive tour, but like the article said: just a few selected performances. And they would have earned a lot of money with broadcasts on a pay-per-view and of course sales of CD's, VHS's, DVD's!

Very true, but they couldve easily done like a huge stadium for maybe 2 nights each city. Just the expensive ones though. Like Las Vegas, Monte Carlo, Rio, NYC, London. Paris, Johannesburg maybe, Melbourne maybe... just like capitals or huge cities which are profitable for them.
Cant of imagined it being anymore than 30 dates anyway
