Why was it not a hit ?  It even didn't appear on the Billboard Hot 100.

It could have been a number of reasons.  Either there wasn't enough promotion for the song in the right areas, no commercial CD singles released, a mediocre music video, etc.  All of those factors could have been a reason.  Also, the public could have just been tired of Celine's album at that time.  They had already been bombarded with Beauty And The Beast, Love Can Move Mountains, If You Asked Me To, etc.  The public is funny that way.  But like I said it could have just been the tastes of the people.  Just like Think Twice did amazing in the U.K. and it flopped BAD in the States.

I think the lyrics also have something to do with the not-so-great success of this song. Her vocals are spot on, spectacular...yet it's strange..."water from the moon"...It's more of an album cut than a single.

WFTM was the 5th single from the album which may have been a result.  Plus Love Can Move Mountains was a stiff on the charts and NBBMH only did well on AC and the R&R Pop chart.

It is weird, coz NBBMH had a better position in billboard charts than LCMM.
But Celine prefers to sing LCMM alot the past 13 yrs than NBBMH...

The reason has been this song has been the fifth single in the self-titled album in april 1993 and this time, Celine started to recording the songs of the next album. At this time also, Celine produced four top 40 singles in US for this album: Beauty and the Beast (n.9), If you Asked Me to (n.4), Nothing Broken but My Heart (n.29) and Love Can Move Mountains (n.36). But the flop of the single in US end the series of top 40 on the same album, started with Beauty and the Beast.

Love Can Move Mountains has been the third single in Europe, Australia and Japan and Nothing Borken but My Heart has been fourth single in Australia and Japan. Due of the minor success of the singles If You Asked Me to and Love Can Move Mountains, Nothing Broken But My Heart has never released in single in Europe.

I think that TCOML was on its way and as the 5th single of the album it wasn't played and performed a lot,  even if her live performance of the song is incredible....the way she ends the song is amazing.
We could also ask why only one road wasn't a hit in us...

The topic has been for the released of this single in US. In Canada, the song has been released only in radio promo single in Canada, like Did You Give Enough Love. In US, the self-titled has been released five singles in US, four singles (plus 2 promo radio single in Canada) in Canada, Japan and Australia and three in the rest of the world. And in US, the song wasn't a smash hit like the first four singles of the album and the AC US Charts failed to crack the top 10.

Not to revive the age old debate, but I'd much prefer some oldie to be played for the first time and be done with LCMM for a decade. But that's highly unlikely

Most of them were only released in limited markets. And you forgot "Miles to go" released on Canadian radio.
Actually, LTAL had only 1 wwd release ( My heart will go on).

Céline has the weirdest single career from Unison to LMBTL.
We can write thesis about her current single situation but it has always been like that.

From number of singles off an album to commercial success to choices of songs. It has really no sense.

"Water from the moon" was not promoted in the US but had a physical release but was sung twice on Canadian TV while not released materially.
"With this tear" was sung on US TV but not released at all.
"Nothing broken but my heart" has been quite "huge" in the US but was not perfomed , was totally ignored so far and is not even on the Essential.

Water from the moon and Did you give enough love - the 5th and 6th single off Céline Dion (an album that did nothing on charts beside 2,5 countries and thus financially not hugely sustainable) had the honour to have music videos but the lead of her last 2 albums had nothing after hundreds of million of records sold.

In every era , there are senseless decisions ( for example, I didn't know Sony cancelled the release of the physical CD of Tell Him in the US because it was not supported by pop radio. Really? Because there really was somebody to believe that this song was meant to be played on those radio?). However song peaked @ no5 on AC charts.
So why did they bother to release physical singles of "Think Twice" and "Only one road" ...those songs were flops everywhere in the US ( even on AC radio).

But back to "Water from the moon". Reject of this song was really huge in the US. Even though I don't know all the facts ( was its physical released limited?). The song peaked @ no 11 on AC charts ( not a huge hit but still better than other songs) but didn't enter the Hot 100 at a time when only sales were eligible.
Nobody bought it?
Perhaps it needed a live TV perf. Just like TT or OOR which craked the bottom of the hot 100 although quite rejected by radios.

Céline had a huge career but clearly her single carrer was a total mess from A to Z , from 1990 to 2018 and we could rewrite it all.

No, the song has been performed in the Tonight Show and during his tour in United States (for the first act with Michael Bolton) and Canada for the self-titled album in 1992 and 1993. At this time of in may 1992, Sony US has been a debat of the choice of two songs for the released in single (after If You Asked Me to): Nothing Broken but My Heart or Love can Move Mountains. Finally, after many months, Sony choice Nothing Broken but my Heart for the third single released and Love Can Move Mountains has been the fourth single, all two in commercial success in US and Canada.

Water from the moon has been performed in april 1993 in US in the Arsenio Hall show.
