Why was "Water from the moon" a flop song in USA ?

Love Can Move Mountains has been the third single in Europe, Australia and Japan and Nothing Borken but My Heart has been fourth single in Australia and Japan. Due of the minor success of the singles If You Asked Me to and Love Can Move Mountains, Nothing Broken But My Heart has never released in single in Europe.

The topic has been for the released of this single in US. In Canada, the song has been released only in radio promo single in Canada, like Did You Give Enough Love. In US, the self-titled has been released five singles in US, four singles (plus 2 promo radio single in Canada) in Canada, Japan and Australia and three in the rest of the world. And in US, the song wasn't a smash hit like the first four singles of the album and the AC US Charts failed to crack the top 10.

Most of them were only released in limited markets. And you forgot "Miles to go" released on Canadian radio.
Actually, LTAL had only 1 wwd release ( My heart will go on).
Céline has the weirdest single career from Unison to LMBTL.
We can write thesis about her current single situation but it has always been like that.
From number of singles off an album to commercial success to choices of songs. It has really no sense.
"Water from the moon" was not promoted in the US but had a physical release but was sung twice on Canadian TV while not released materially.
"With this tear" was sung on US TV but not released at all.
"Nothing broken but my heart" has been quite "huge" in the US but was not perfomed , was totally ignored so far and is not even on the Essential.
Water from the moon and Did you give enough love - the 5th and 6th single off Céline Dion (an album that did nothing on charts beside 2,5 countries and thus financially not hugely sustainable) had the honour to have music videos but the lead of her last 2 albums had nothing after hundreds of million of records sold.
In every era , there are senseless decisions ( for example, I didn't know Sony cancelled the release of the physical CD of Tell Him in the US because it was not supported by pop radio. Really? Because there really was somebody to believe that this song was meant to be played on those radio?). However song peaked @ no5 on AC charts.
So why did they bother to release physical singles of "Think Twice" and "Only one road" ...those songs were flops everywhere in the US ( even on AC radio).
But back to "Water from the moon". Reject of this song was really huge in the US. Even though I don't know all the facts ( was its physical released limited?). The song peaked @ no 11 on AC charts ( not a huge hit but still better than other songs) but didn't enter the Hot 100 at a time when only sales were eligible.
Nobody bought it?
Perhaps it needed a live TV perf. Just like TT or OOR which craked the bottom of the hot 100 although quite rejected by radios.
Céline had a huge career but clearly her single carrer was a total mess from A to Z , from 1990 to 2018 and we could rewrite it all.
