You know, I guess that could be up to the individual SONY offices in each country, but I don't know that for sure.  I would say use the "Contact Us" link at the bottom and ask them!

Im really pleased about this but the only thing that worrys me is the Deluxe edition, as it says while stocks last.  And if you can only order it if your in teh USA, thats really sad , i really wanted that.  

Maybe sony UK will do something for us in the UK

It could be that the CONTEST is only open to US visitors - not the ability to pre-order.

I think it will be available for other countires as well...
thework on the page is obviously not finished...

When u type in celinedionstore.com it said on the front page "Wählen Sie ihr Land aus" (chose your country) ... so far there was only Vereinige Staaten (United States), so I assume that other countires are going to be added soon

That is a reasonable complaint  
Hopefully some more contests will open a little later down the road.

I agree! The reason Celine is the best selling female artist in the world is that she has a huge fan base all over the world, but apparantly they don't care about us. It is bad enough that we couldn't even see the movie on the big screen, now we can't buy the deluxe edition or  enter the competition. And yes what is the point of being a TeamCeline member if we don't get any perks? This is so frustrating!
